(i).  Objectives & Functions of CFQC & TI/RFCLs

  The Central Fertilizer Quality Control & Training Institute (CFQC&TI), Faridabad was established in 1971-72 as a subordinate office in the end of 4th Plan and continuing since then. It has set up 3 Regional Fertilizer Control Laboratories (RFCLs) located at Navi Mumbai, Chennai and Kalyani during 1988-89.The Institute presently has a total staff strength of 61.  The main objectives are drawal, inspection and analysis of both Indigenous and Imported fertilizers, training of State Enforcement Officers & Analysts including Officers of Developing countries, development of methods of analysis and acting as a Referee Laboratory besides an Advisory body on the issues relating to Fertilizer Quality Control.

 

The Institute and RFCLs have techno-legal functions and it is notified as Recognized laboratory under Clause 29 of FCO for analysis of samples for entire country and an exclusive training institute for the training of State Inspectors and Analysts under Clause 27A/29A of FCO.  The Fertilizer Inspectors of the Institute are authorized Inspectors under Clause 27 of FCO having jurisdiction throughout the country.  The Institute is also a Member of Central Fertilizer Committee constituted under clause 38 of FCO to advise the Central Government on all aspects of FCO.

 

Main activities :-

·                    Inspection and analysis of imported fertilizers at discharged ports for ensuring its quality.

·                    Analysis of Fertilizer samples received from State Governments/other Government Agencies.

·                    Mandatory training of State Enforcement Officers and State Fertilizer Analysts.

·                    Random inspection of manufacturing units/dealers from the field and its analysis.

Organizational  setup:-

 

   The CFQC&TI, Faridabad is a sub-ordinate office of INM Division, Department of Agriculture & Cooperation, Ministry of Agriculture.  It is headed by the Director (Rs.37400-67000/-Grade Pay 8700) and supported by One each of Joint Director (Rs.15600-39100/-Grade Pay 7600),  Dy. Director (Rs.15600-39100/-Grade Pay 6600) & 4 Asst. Directors (Rs.15600-39100/-Grade Pay 5400 these officers undertake various activities like analysis of samples, imparting training  and other technical activities, etc.  In addition there are 5 Sr. Fertilizer Inspectors who have the responsibility of inspection of imported fertilizers and periodical inspection of indigenous fertilizers from the field.

 

·                    The RFCLs are headed by a Dy. Director (Rs.15600-39100/-Grade Pay 6600) and supported by  2  Asst. Directors (Rs.15600-39100/-Grade Pay 5400)  their duties are same as of technical officers of CFQC&TI.  They are also supported by Senior Fertilizer Inspectors/Fertilizer Inspectors, whose duties are similar to those at CFQC&TI.  Both Institute & RFCLs are independent in technical functioning as a separate notified laboratory under FCO provisions.  the different ministrial staff are responsible for various administration, store and accounts matters.

 

·                The activities of Institute/RFCLs being mostly techno-legal nature, the activities are performed strictly as per prescribed procedure.  the fertilizer sampling and inspection procedure has been notified under Schedule IIA of FCO, 1985 (issued under ECA, 1965).  the specification of all fertilizers have been notified under Schedule – IA of FCO, 1985 and the methods of analysis are in Schedule –II B of FCO, 1985.  this being statutory in nature and is required to be followed scrupulously.

iii)        the procedure followed in decision making process, voluntary channels of supervision and accountability :- Every decision on the various issues are  taken as per Rules and Regulations prescribed by the Government of India.  the channel of submission of papers are as under:-

Administrative Matters :- Assistant, Office Superintendent , DDO/Store Incharge (Assistant Director), Head of Office , Head of Department.  the Head of Department has been assigned certain delegated powers by DAC under DFP Rules.

 

Technical Matters:-  Asst. Director Deputy Director     Joint Director          Head of   Department.

            Power beyond of Head of Department – Proposal initiated at various levels are routed through Head of Office/Head of Department to  INM Division, DAC for approval.

iv)        the norms set by it for discharge of its function:-

Administrative Matters:-                  As per rules prescribed by Govt. of India and guidelines issued by DAC.

Technical Matters:-                           As per provisions prescribed under FCO (1985) and periodical guidelines issued by DAC.

v)         the rules, regulations,  instructions, manuals and records used by its employees for discharging its  functions:- the rules, regulations, instructions, manuals and records etc which are issued by the Ministries and Departments of Government of India, which are directly concerned to the Institute, are strictly followed.

In addition, the instructions  issued by Ministries/Departments of Government of India on various matters, are also used in the Institute/RFCLs.  the sampling and analysis is carried out as per procedure prescribed in FCO, 1985.

vi)        A statement of categories of the documents held by it or under its control :- Analysis Reports of indigenous and Imported fertilizer and relevant document besides the routine administration, store and accounts papers are maintained at Institute/RFCLs respectively.  the periodical review/weeding of papers/files are carried out as per established Government procedure.

vii) The particulars of any arrangement that exists for consultation with, or representation by the members of the public, in relation to the formulation of policy or implementation thereof :- Since Institute/RFCLs do not deal directly with any public partly, it is not applicable.

· the salient achievements of Institute/RFCLs in respect of review/testing methods etc are utilized for official work by Ministry of Agriculture for developing

Policy matters/monitoring of programmes etc and need based amendments in FCO, 1985.

viii)      A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted by it.  Additionally, information as to whether the meetings of these are open to the public, or the minutes’ of such meetings are accessible to the public :- Since Institute/RFCLs are not concerned directly in such activities, it is not applicable.

ix)        A Directory of its officers and employees :­- Directory of officers/employees and their pay scales may please be seen at Annexure – I

x)         the monthly remuneration received by each of its officers and employees, including the system of compensation as provided in its regulation :- the Pay Scales of all employees have been given in Annexure – I.

xi)        the budget allocated to each of its agency, indicating the particulars of all plans, proposed expenditures and reports on disbursements made :-Being a central sector scheme, all expenditure is mainly on pay and allowances and other routine identified items of work, which are carried out only after approval of competent authority and as per established government rules/regulations.

xii)       the manner of execution of subsidy programmes, including the amounts allocated and the details and beneficiaries of such programmes :- the Institute/RFCLs are not directly concerned in any such activity and hence not applicable.

xiii)      Particulars of recipients of concessions, permits or authorizations granted by it :- the Institute/RFCLs are not directly concerned in any such activity and hence not applicable.
